He Guangzhong, Secretary of the CPC Jingzhou Municipal Committee; Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and Acting Mayor of the Jingzhou Municipal People's Government; Wu Chaoan, Deputy Secretary of the CPC Jingzhou Municipal Committee; and Duan Changlin, Chairman of the Standing Committee of the Jingzhou Municipal People's Congress extended congratulations and were seated on the rostrum.
Chairman Wang Shouwei, Vice Chairman Zhang Mingjun, Lin Hong, Mao Jinghua, Hu Jinglin, Wen Yi, Wan Jiangping, Xu Xiaohong and Chen Bin of the CPPCC Jingzhou Municipal Committee; as well as Liu Zongbiao, Member of the Party Leadership Group of the CPPCC Jingzhou Municipal Committee were seated on the front row of the rostrum.

He Guangzhong extended warm congratulations on the opening of the session on behalf of the CPC Jingzhou Municipal Committee. Facing the epidemic that was unseen in a century, rare floods and severe external environment in 2020, Jingzhou upheld Xi Jinping's thought on socialism with Chinese characteristics for a new era, implemented the spirit of the 19th CPC National Congress, as well as the spirit of the 2nd, 3rd, 4th and 5th plenary sessions of the 19th CPC Central Committee, worked steadily on "six stabilizations" and "six protections", accelerated the building of "four-style Jingzhou", achieved a "dual victory" in epidemic prevention and control and economic and social development, and kept strengthening the Party's overall leadership in the great battle and test. These results were attributable to General Secretary Xi Jinping's piloting, the strong leadership of the CPC Central Committee, the CPC Hubei Provincial Committee and the CPC Jingzhou Municipal Committee, the unity of all the people in Jingzhou, as well as the wisdom and painstaking efforts of CPPCC members.
He stressed that 2021 marks the beginning of the "fourteenth five-year" period, the opening of the new journey of building a modern socialist country in an all-round way, as well as the centenary of the Communist Party of China (CPC). He hoped that Jingzhou's CPPCC organizations at all levels and CPPCC members would keep high spirits, stick to the right direction, enhance the sense of mission, and perform functions and responsibilities seriously, to promote high-quality development of Jingzhou; would maintain the core, grasp the political direction with a high stance, uphold the Party's overall leadership, enhance "four consciousness", firm up "four confidences" and manage "two maintenances", to ensure the advancement of CPPCC work in the right direction; would focus on the central task, better support reform and development, fully activate the innovation engine, develop the advantages of opening-up and development, and highlight the effect of talent driving to inject inexhaustible vitality for the high-quality development of Jingzhou; would rally support, practice consultative democracy under a better mechanism, further improve consultative rules, enrich consultative modes and create a consultative atmosphere to constantly improve the capability and level of building consensus; would stay true to the mission, strengthen self building more strictly, keep pace with the times, bear the mission of serving the people in mind, sharpen the skills of performing duties, further broaden horizon, enhance realm and hold fast to boundaries, "know political consultation, discuss government affairs proficiently, observe discipline, follow rules and value morality", participate in, practice and impel the cause of the CPPCC, and make unremitting efforts to help Jingzhou transform, overtake, accelerate rejuvenation and paint the new scroll of "Great Yangtze River, Beautiful Jing River".
Wang Shouwei delivered a work report on behalf of the Standing Committee of the 5th CPPCC Jingzhou Municipal Committee. The past year is unusual and tough, he said. Facing the hard hit of Covid-19 and the severe test of the catastrophic flood of the Yangtze River, under the strong leadership of the CPC Jingzhou Municipal Committee, the CPPCC Jingzhou Municipal Committee and its Standing Committee upheld Xi Jinping's thought on socialism with Chinese characteristics for a new era, focused on the central task and served the overall interests, united and led CPPCC members and all walks of life in performing their mission in the great battle and test; promoted democracy and unity, made suggestions and built consensus, seriously performed the functions of political consultation, democratic oversight and participating in the deliberation and administration of state affairs, and took on the political responsibility of "implementing work requirements" and "pooling wisdom and strength"; went with the times and adhered to innovative development, promoted the maturation and shaping of the CPPCC system, and created a new look and a new pattern for Jingzhou's CPPCC work.
2021 marks the centenary of the CPC, the opening of the new journey of building a modern socialist country in an all-round way and the beginning of the "fourteenth five-year" period, Wang said. Guided by Xi Jinping's thought on socialism with Chinese characteristics for a new era, the CPPCC Jingzhou Municipal Committee and its Standing Committee comprehensively implemented the spirit of the 19th CPC National Congress, as well as the spirit of the 2nd, 3rd, 4th and 5th plenary sessions of the 19th CPC Central Committee, took developing socialism with Chinese characteristics as the principal axis of consolidating the common ideological and political foundation, serving the new journey of building a modern socialist country in an all-round way as the main task, and strengthening ideological and political guidance and building broad consensus as the central link, fully implemented the spirit of the 12th Session of the 5th CPC Jingzhou Municipal Committee, implemented new development concepts at a new development stage, and made new contributions to creating a new development pattern and opening a new page for the high-quality development of Jingzhou.
Entrusted by the Standing Committee, Hu Jinglin delivered a report on the proposal work since the 4th Session of the 5th CPPCC Jingzhou Municipal Committee.
